Kisoro Town Council Mayor, Two Officials Accused of Embezzling Local Revenue for Personal Gain

KISORO – The Mayor of Cyanika Town Council, Sanyu Erasmus, is currently under scrutiny, alongside the Town Clerk and Treasurer in Kisoro District, for their alleged consistent diversion of all locally generated revenues within the town council.

The issue was raised yesterday by the Cyanika Town Council LCV Councilor in Kisoro District, Nizeyimana Valence Nguri during the council session at the District headquarters. This marks the second instance in which Nizeyimana has raised this issue before the council.

Previously, a resolution was passed for an audit of the leaders, but according to Nizeyimana, the audit report was manipulated and falsified. He alleges that many listed activities, for which money was purportedly spent, are fictional and never occurred.

Nizeyimana emphasized that the only accurate aspect of the audit report is the identification of revenue sources, whereas the expenditures were fabricated. He further highlighted that the Mayor, Sanyu Erasmus, along with the Town Clerk and Treasurer, exclusively allocate local revenues to themselves, neglecting essential projects such as constructing town council offices, maintaining roads, and building a public toilet for the Bunagana market.

Nizeyimana disclosed that over 65 million shillings were allocated for transport and workshop allowances, diverting funds away from crucial service delivery initiatives.He demanded the immediate transfer of the Town Clerk, citing her lack of commitment to developmental projects.

Expressing disappointment, the district Speaker Amos Hakizimana, district Chairman Abel Bizimana, and Vice-Chairman Nambajimana Alex criticized the technocrats for providing misleading information to politicians. They voiced their unhappiness with the report and called for the intervention of a finance committee within the council.

Meanwhile, the Kisoro District Chief Executive Officer, Hajji Badru Mayanja, advised the district council to engage the services of the Auditor General for a comprehensive audit. He argued that the district finance committee lacks the authority to oversee a town council when its budget is controlled by the town council mayor.
